امروز، ما به روز اجرای برنامه جامع اقدام مشترک (برجام) رسیدیم. از زمان روز تصویب، ما مجدانه تلاش کردیم و تعهد مشترک و اراده جمعی خود را به نمایش گذاشتیم تا سرانجام موجبات اجرای برجام را فراهم کنیم. امروز، شش ماه پس از نهایی شدن آن توافق تاریخی، آژانس بین المللی انرژی اتمی تأیید کرد که ایران تعهدات هسته ای ذیربط خود تحت برجام را اجرا نموده است.

به گزارش شفقنا، در ادامه این بیانیه آمده است: از آنجا که ایران به تعهدات خود عمل نموده است، امروز تحریم های مالی و اقتصادی ملی و چندجانبه مربوط به برنامه هسته ای ایران منطبق با برجام برداشته شد. اتحادیه اروپایی، کشورهای ۱+۵، مرکب از جمهوری خلق چین، جمهوری فرانسه، جمهوری فدرال آلمان، فدراسیون روسیه، بریتانیا و ایالات متحده آمریکا، و ایران همچنین در زمینه استفاده‌های صلح آمیز از انرژی هسته ای، در چارچوب برجام، همکاری خواهند کرد.

تحریم های سازمان ملل مربوط به برنامه هسته ای ایران برداشته شد. قطعنامه ۲۲۳۱ (۲۰۱۵) شورای امنیت که برجام را مورد تأیید قرار داد، از این پس در کنار پیمان منع گسترش سلاح های هسته ای (ان پی تی)، تنها چارچوب حقوقی مربوط به فعالیت‌های هسته ای ایران خواهد بود، و کلیه مفاد قطعنامه های ۱۶۹۶ (۲۰۰۶)، ۱۷۳۷ (۲۰۰۷)، ۱۷۴۷ (۲۰۰۷)، ۱۸۰۳ (۲۰۰۸)، ۱۸۳۵ (۲۰۰۸)، ۱۹۲۹ (۲۰۱۰) و ۲۲۲۴ (۲۰۱۵) خاتمه می یابند.

اتحادیه اروپایی تأیید کرده است که چارچوب های قانونی لازم برای برداشتن تحریم های مالی و اقتصادی اتحادیه درباره برنامه هسته ای ایران اجرایی شد. ایالات متحده اعمال تحریم های مصوب مرتبط با برنامه هسته ای ایران را امروز متوقف می کند که همچنین شامل لغو فرمان های اجرایی مربوطه و صدور مجوز برخی فعالیت ها، آنگونه که در برجام مشخص شده است، می باشد. اتحادیه اروپایی و ایالات متحده آیین نامه های مربوطه در خصوص جزئیات تحریم هایی که برداشته می شوند را صادر و از این طریق مشارکت بین المللی در پیشرفت اقتصادی ایران را تسهیل کردند.

همانگونه که مقرر شده است، ما به مراقبت و نظارت بر اجرای کامل و موثر برجام از طریق کمیسیون مشترک، مرکب از ۱+۵ و ایران که توسط نماینده عالی اتحادیه اروپا در امور روابط خارجی و سیاست امنیتی هماهنگ می گردد، دقیقا همانگونه که در ۲۳ تیر ۱۳۹۴ توافق شد، ادامه خواهیم داد. آژانس بین المللی انرژی اتمی به سهم خود، مسئولیت مراقبت و راستی آزمایی اجرای برجام و نیز تعهدات ایران به عنوان عضو معاهده منع اشاعه و موافقتنامه پادمان و اجرای موقت پروتکل الحاقی را به عهده دارد.

ما مایلیم با استفاده از این فرصت، از دولت اتریش به دلیل میزبانی، و از همه کشورهایی که از فرآیند مذاکرات حمایت و به اجرای برخی از تعهدات تحت برجام کمک کردند، تشکر نماییم. ما همچنین از تمامی شخصیت هایی که از سال ۱۳۸۲ هدایت مذاکرات را به نمایندگی از جمهوری اسلامی ایران و ۱+۵ به عهده داشته اند، سپاسگزاری می کنیم.

همه طرف ها باوری راسخ دارند که این توافق تاریخی، استوار و منصفانه است، خواست های همه را تأمین می کند، و اجرای مناسب آن گامی کلیدی در کمک به بهبود صلح، ثبات و امنیت منطقه ای و بین المللی خواهد بود.

این دستاورد به روشنی ثابت می کند که با اراده سیاسی، پشتکار، و از طریق دیپلماسی چندجانبه، ما قادریم سخت ترین معضلات را حل و فصل، و راه حل های واقع بینانه ای که قابلیت اجرای موثر داشته باشند پیدا کنیم. این یک پیام قاطع و امیدوارکننده است که جامعه بین المللی می بایست در تلاش های مان برای ساختن جهانی امن تر، مد نظر داشته باشد.

Today, we have reached Implementation Day of the Joint Comprehensive Plan of Action (JCPOA). Ever since Adoption Day, we worked hard and showed mutual commitment and collective will to finally bring the JCPOA to implementation. Today, six months after finalisation of the historic agreement, the International Atomic Energy Agency (IAEA) has verified that Iran has implemented its nuclear related commitments under the JCPOA.

As Iran has fulfilled its commitments, today, multilateral and national economic and financial sanctions related to Iran’s nuclear programme are lifted in accordance with the JCPOA. The EU and E3+3 countries, consisting of the People’s Republic of China, the Republic of France, the Federal Republic of Germany, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and the United States of America, and Iran will also cooperate in the field of peaceful uses of nuclear energy, in the framework of the JCPOA.

UN sanctions related to Iran’s nuclear programme are lifted. United Nations Security Council resolution 2231 (2015), which endorsed the JCPOA, will from now onwards, together with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), be the sole international legal framework related to Iran’s nuclear activities, terminating provisions of resolutions 1696 (2006), 1737 (2007), 1747 (2007), 1803 (2008), 1835 (2008), 1929 (2010) and 2224 (2015).

The EU has confirmed that the legal framework providing for the lifting of its nuclear-related economic and financial sanctions is effective. The United States today is ceasing the application of its nuclear-related statutory sanctions on Iran, including terminating relevant Executive Orders and licensing of certain activities, as specified in the JCPOA. The EU and the United States have issued relevant guidelines on the details of sanctions which have been lifted thus facilitating international engagement in Iran’s economic development.

As foreseen, we will continue to thoroughly monitor and oversee the full and effective implementation of the JCPOA as exactly agreed on 14 July 2015 through the Joint Commission, consisting of the E3/EU+3 and Iran, coordinated by the EU High Representative for Foreign Affairs and Security Policy. On its side, the IAEA is entrusted with the responsibility for the monitoring and verification of the JCPOA as well as of Iran’s obligations as a Party to Non-Proliferation Treaty and its safeguards agreement and the provisional application of its Additional Protocol.

We would like to use this opportunity to thank the Austrian Government for their hospitality and all those countries that supported the negotiation process and helped to implement some of the commitments under the JCPOA. We also wish to express our appreciation to all those who led these negotiations on behalf of Islamic Republic of Iran and E3/EU+3 since 2003.

All sides remain firmly convinced that this historic deal is both strong and fair, and that it meets the requirements of all; its proper implementation will be a key contribution to improved regional and international peace, stability and security.

This achievement clearly demonstrates that with political will, perseverance, and through multilateral diplomacy, we can solve the most difficult issues and find practical solutions that are effectively implemented. This is an encouraging and strong message that the international community must keep in mind in our efforts to make the world a safer place.
